This script is part of openvas-plugins but will be included in openvas-server since upstream is not going to provide openvas-plugins anymore. You are right in the sense that without this script an openvas-server installation's plugins cannot be upgrade. I'm going to keep this bug open until we build a new openvas-server release with the script.
