It seems, dbus is not running, meaning hal can't start. If hal is not running, X will not configure any input devices (that's arguably a bug in Xorg). So, as a first step, make sure, dbus is running. Then start hal. If hal does not come up correctly, please run "hald --daemon=no --verbose=yes" and attach the output to the bug report. About the second point, /dev being going, it definitely doesn't look like a hal problem.
