I have now discovered that even commands like
 dd if=/dev/fd0 of=floppy.img
also fail with crc errors. All these things work fine on the old box under kernel 2.4.37. So it looks as if there is something fundamentally wrong with low level floppy access. Yet filesystem access is ok which doesn't fit at all?

I have asked on my LUG list, and someone tested on Gentoo 2.6.31 and found that fdformat and dd both worked without problems. So that seems to eliminate a kernel problem.

Is there some common library involved?
