The point, though, is that the program in the package *does not work*, for anyone, with any version of the ‘mercurial’ package except 1.3.1. That's exactly what the package's ‘Depends’ field should reflect, to tell the Debian packaging system to stop two incompatible packages from being simultaneously installed.
