your package B-D on libc6-dev with a version, which is incorrect:
libc6-dev is virtual on a bunch of architectures, where the libc (and
its headers) has another version:

| hurd-i386 : libc0.3(-dev)
| kfreebsd-* : libc0.1(-dev)
If you really need to specify a version, you'll need to specify all of
those packages.
