I ran "cp /usr/share/libtool/config/ltmain.sh ." before building the package and it worked well. I don't know whether putting this command in the debian/rules would be the right thing to do.
I'm not suggesting that the maintainer do this, merely noting it for other people like me who want to work on other aspects of the package without having to deal with this issue.
