Justification: no longer builds from source
Since python-docutils (0.6-3) now includes manpage.py the
docutils-writer-manpage is not needed.
Also python-docutils conflicts with docutils-writer-manpage:
* Conflict with utterly broken version of zope3, which infringes
python-docutils namespace.

This needs to be fixed to make package build from source again!

Then I can't see why you initially reported this as a problem with
building the package, if there are no demonstrable build failures.
It seems we agree, then, that this is not a bug, but a request for
something else. I'll close this bug report accordingly.
