The listen-address localhost:8118 setting doesn't work with chromium. It doesn't matter if the http_proxy=localhost:8118 env variable is set or if chromium is started with --proxy_server=localhost:8118 or 127.0.0.1. When the option is removed, like Celejar said, chromium and iceweasel work fine.
