I have a problem with latest cdbs, when building gtkhtml3.14:
debian/rules has:
DEB_INSTALL_DOCS_libgtkhtml$(API_VER)-dev += --no-act
DEB_INSTALL_CHANGELOGS_libgtkhtml$(API_VER)-dev += --no-act
when building, I get:

dh_installdocs -plibgtkhtml3.14-dev ./README ./NEWS ./TODO ./BUGS
./AUTHORS--no-act
cp: cannot stat `./AUTHORS--no-act': No such file or directory
dh_installdocs: cp -a ./AUTHORS--no-act
debian/libgtkhtml3.14-dev/usr/share/doc/libgtkhtml3.14-dev returned exit
code 1
so either the code handling dh_installdocs is broken, either the code
managing the option is (which, looking at the changelog, might be the
case). I'm still not sure of the severity, but if it involves other
options and other packages, it'll lead to multiple FTBFS so the
severity might need to be raised.
