I'm sorry for a bit wrong reasoning. Yes it's installable (actually I still have it installed, my bad) but practically unusable in its current stage. The only rdepend, valknut, can't be installed nor any other app can be compiled against it in sid because of the different ABI. So I don't see any way how current libdc0, the shared library, can be practically used distribution-wide. And your point is, of course, correct too.
