Another idea mentioned on IRC:

  is there a reason to add ucf instead of just creating the file on
  first install and then not touching it again?

  usually /etc/default/ files are just local configuration so aren't
  updated
  
  otherwise you wouldn't bother with a file in /etc/default and would
  just modify the appropriate init script directly
