This is an unsupported upgrade path your're doing, hence closing.

Supported partial upgrades are version_n -> version_n+1 etc., not
version_n -> version_n+x where x>1.

it happens rarely and it's inconvenient, but it's even more a mess to
retro-actively add partial upgrade handing for versions that haven't
been in the archive for even a minute (technically, 0.3-1 never was on
the mirrors).
