Charybdis is based on Ratbox, but the code has quite probably diverged, and upstream authors should probably have renamed the library. As it borrows things from Ratbox, the Conflicts line is clearly to be set on this package, which is sufficient to solve the problem.
I've renamed all commands and manpages in ircd-ratbox to avoid such conflicts with names commonly used by ircds to avoid problems like #649071, but there's nothing i can do in this case, which clearly should not happen. I just don't want to maintain a list of child projects to follow, while the knowledge of such incompatibilities is clearly in these projects, that's why i won't add a Conflicts on the ircd-ratbox side.
