Well, this is not serious bug, I think.

Opencv is divided into some packages for every library.
This is divided for the user not using pkg-config or cmake,
and the user who does not want to use a library without necessity.
However, pkg-config and Cmake config file are provided by one for
every library.
In order to solve this problem, the user using pkg-config needs to use
a libopencv-dev package.
This is package for providing the library of all opencv.
Although I was writing to Debian.README, I was not writing about cmake.
Moreover, this file was provided only by openc-doc, it was provided
with the all devepment packages
form opencv 2.3.1-7.
