I don't quite get it.
Your changelog seems to imply some files moved from qemu to one of
ipxe packages; I think that usually implies Replaces, not Breaks.
Is that what you mean?

Please look at other bugreports already reported and CLOSED
before filing new ones, ESPECIALLY when you report a bug
of severity grave. cf. #658895 and #658853.
