Dear Maintainer,
I can't build arpwatch before I guessed to remove any of
libnl-dev and libnl2-dev packages from the system.
Also I have noticed this build need to use local libpcap
build but not from system.

I'm closing this bug, based on the analysis given in
http://bugs.debian.org/cgi-bin/bugreport.cgi?archive=no&bug=657299#8
I tried building arpack with and without the libnl-dev and libnl2-dev
packages installed and had no problems.
