Hi,

while reviewing package install errors on an overlay distribution, I
noticed mp3c failed to install due to #401700.

Maybe mp3c should be removed from Debian, because of:
* Last upload in 2004.
* Last upstream release in 2006.
* Currently uninstallable in unstable due to dependency changes (#401700)
