I was trying to run ntp with unbound and noticed that in /etc/rc2.d they are linked as S02ntp and S02unbound. Clearly ntp needs unbound, because the first thing it does is resolve debian.pool.ntp.org. Looking at /etc/init.d/ntp reveals the obvious cause for this issue: The Required-Start does not include $named. Yes, this bug affects both squeeze and wheezy.
