Hi,

According to buildd.d.o[1], helium has been in a "BD-Uninstallable"
state for 49 days on mips, mipsel and s390.  As helium has been built
on these architectures in the past, they are considered "out of date"
and stalls the testing migration (even with an unblock hint).

buildd.d.o gives the following reason:

By the looks of it, uuagc was previously built in these architectures
and has since been removed, but I haven't confirmed it.
  If so, you probably want to get helium removed on mips, mipsel and
s390; feel free to reassign this bug to ftp.debian.org requesting
an architecture specific removal from unstable[2].

Note that the package(s) have simply been removed from the tag
database and may (or may not) still be in the pool; this is not a bug.
The package(s) will be physically removed automatically when no suite
references them (and in the case of source, when no binary references

master archive and will not propagate to any mirrors (ftp.debian.org
included) until the next dinstall run at the earliest.

unstable and will automatically remove packages which were removed

problems. The release team can force a removal from testing if it is
