I'm retitling the bugreport to reflect our findings.  As stated
before, -serial pty "works" the same as the longer version
with -chardev pty and -device isa-serial.  The important points
here is -nographic and pty.

This shuld be rather popular config for "headless" guests such as
routers (your case?), but it is still uncommon - people use either
text console (maybe with screen) or regular graphics screen more
often than running it headless with console on a serial port.
This is why we haven't hit this issue before, and why I don't
think this bug deserves to have "grave" severity.  Do you not
agree?

It does not mean we should not fix it ofcourse.
