Hi again, I thought it was odd that the version of Chromium in Debian didn't include the aforementioned patch, since its revision is above r148402. But Debian's Chromium comes from the 1180 branch, where lazy_background_task_queue.cc was branched out in r142927. So that explains why the patch is not included.
