We've been continuing to do keyring updates (the active keyring is unrelated to the state of what's in sid), but the package doesn't get updated every time we do so. We do make an effort to ensure an up to date package is uploaded before release, but our priority is the active keyring rather than the package. If you need to keep in sync with that then you should be using rsync against keyring.debian.org.
