That seems to be correct.

The e2fsck-static package switched from a symlink to a directory in
/usr/share/doc with version 1.39+1.40-WIP-2006.10.02+dfsg-1, but
apparently never included a maintainer script to remove the symlink.
Not sure if it is worth fixing that three Debian releases later.

This certainly needs to be fixed.
