Binary-only builds of editorconfig-core in minimal environments (as on
the autobuilders) fail when trying to install the man pages:

debian/tmp/usr/share/man/man3/editorconfig-format.3
debian/tmp/usr/share/man/man1/editorconfig.1: No such file or directory at
/usr/bin/dh_installman line 128.

That's because upstream generates them with Doxygen, which is only in
Build-Depends-Indep at the moment; could you please move it to the
common Build-Depends?
