About the archive rebuild: The rebuild was done on EC2 VM instances from
Amazon Web Services, using a clean, minimal and up-to-date chroot. Every
failed build was retried once to eliminate random failures.

Which is totally saying nothing except the above (surprise, NOT!)

I suspect a temporary sid breakage there, libmdds-dev is (and was then) there:

 libmdds-dev | 0.7.1-3 | jessie       | all
 libmdds-dev | 0.7.1-3 | sid          | all

Especially as LO uploaded later (2013-06-24) found it fine:
