I'm sorry, but this is definitely not a critical issue.
It does not break the system on which xen-tools is running nor does it
affect the majority of all xen-tools users.
I'm hence lowering the severity.
You can work around the issue by adding either a role file or a hook
for the distribution you're using which adds the package in question
on installation time.
