I've had a look at the changelog but the version currently in the python-modules Subversion repository is UTF-8 encoded. The fix was in r23712 while the file that went into the version that was uploaded does not seem to be in Subversion. It looks somewhat similar to r23711 but the upload also contains an outdated README.source and maintainer line.
