It is a valid bug. Someone who has 'god' installed in Debian Wheezy will need a transitional package in Debian Jessie to get upgraded to ruby-god. However, the transitional package is uninstallable so this won't work. See Method 2 of https://wiki.debian.org/Renaming_a_Package (since Method 1 doesn't really work).
