You are seeing only a small part of the whole problem - migration
to testing won't fix the problem for partial upgrades or prevent
Debian-derived distributions like Ubuntu from picking incompatible
versions.
libfontconfig1 will definitely need a
Breaks: xpdf (<< ...)
once xpdf got fixed - this will properly enforce in the dependencies
that the broken combination of the packages won't be installed together.
And that's exactly how this bug here should be closed - when the Breaks
gets added to libfontconfig1.
