If you are dropped into such a rescue shell, can you run journalctl -b (will output the journal log from the current boot) and dump that into a file and attach it to the bug report. A "systemctl dump" from such a boot would be helpful as well. -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
