ghc had to be removed from s390x because of a FTBFS that noone stepped
up to investigate:

To bring ghc back there, someone needs to bootstrap it (probably from
some old version from stable or from snapshots.

If it prevents migration, then the affected packages should have their
s390x package in unstable removed. File a bug against ftp.debian.org in
that case. What packages are affected?
