Dear Andreas, it seems that Piuparts is not able to install grub-common, on which pv-grub-menu depends, but I do not undertand why. Do you have an explanation ? In the meantime, I am downgrading the severity of this bug: I have confirmed in a minimal system (Debian image for the Amazon cloud) that pv-grub-menu is installable.
