This looks like a lack of multiarch support: this package adopted
libtiff5 before that had pkg-config or multiarch, and expects to find it
in the old directories (./configure lines ~7650).
Given that 1.8 has a new build system that does know how to find
multiarch tiff5, and has successfully done so in the UbuntuGIS PPA
(https://launchpadlibrarian.net/145422701/buildlog_ubuntu-quantal-amd64.ossim_1.8.16~1ubuntu4_UPLOADING.txt.gz),
it might be best to switch to that, though I have not tried to build it
in Debian.
