This is just not the case, while zlib does provide a .pc file for pkg-config it is entirely up to whatever is trying to build against zlib how it discovers zlib. If it chooses to use pkg-config it can, but other methods such as just assuming that zlib is available in the standard system paths (as it is on most systems) work just as well. As far as I can tell from the backtrace of this in the BTS this has been reassigned to zlib in the mistaken belief that zlib must depend on pkg-config, assuming that this is the issue I'm moving the bug back to the mkvtoolnix since pkg-config is entirely optional for users of zlib.
