IETF under non-free license terms:

doc/draft-ietf-tictoc-ptp-mib-01.txt

Moreover the following academic paper is not licensed (and is not a draft):

doc/ptpd_2005_1588_conference_paper.pdf

(two authors are not mentionned in upstream maybe IEEE retains copyright)

   the upstream archive and adding 'dfsg' to the Debian package
   version name.

3. Move the package to non-free.
