Whilst updating libwebservice-cia-perl, I discovered a bug report upstream so 
decided to test the package.

Running full tests (internet inlcuded) fails badly and comfirms the bug reported
upstream (https://rt.cpan.org/Public/Bug/Display.html?id=47337)
