The exact mention after the BSD license is:

    You acknowledge that this software is not designed, licensed or
    intended for use in the design, construction, operation or
    maintenance of any nuclear facility.

I think "licensed" is this context should be read as "certified" by an
official administration for use in the nuclear field. See for example
this document detailing the certification criteria in several European
countries:

With this statement the copyright holder waives any responsibility if
this API is used in a nuclear facility, but he doesn't forbid such a use.
