What is the issue you are seeing? I thought that what you saw was something unrelated to sys/sdt.h. And as has been noted already the header file really is arch independent. So the sdt-devel package really should be arch:all as explained in bug #726248. There have been bugs in the past, but they turned out to be bugs in other packages and have been fixed. If there really are still bugs left could you please describe them so they can also be fixed?
