No, it doesn't; systemd-shim and sysvinit-core are perfectly co-installable.
The dependency is from libpam-systemd to systemd-shim, not the other way
around.

systemd-shim compatibility with logind 208 is currently blocked on
availability of cgmanager 0.27, which is in the NEW queue.
