libtext-iconv-perl still depends on perl 5.18,
but the perl packages in Debian unstable have now been upgraded to 5.20.

Yes this is right, but there is a ongoing Perl transition now in
unstable, see [1]. The reverse dependencies are beeing rebuilt right
now.
