It pretty much cannot be built without mkimage from u-boot-tools. Given
that I think the right answer is to clone this into two bugs:

The first to request the removal of the existing sunxi-tools:powerpc
binaries from the archive and the second a wishlist bug against u-boot
to provide u-boot-tools even for architectures which don't build a
u-boot binary, since the tools are often useful even on systems which
don't use u-boot (for cross-development).
