So I believe this bug report affecting jessie won't be automatically
fixed by the migration because of the freeze.

In essence, gitweb is totally broken in Jessie right now, and we need an
unblock request to fix that. However, the upload done to unstable to fix
this breaks the freeze policy ("package new upstream releases (bad)"):

So I am not sure what to do here. According to the policy, an upload to
testing-proposed-updates would be acceptable.

Does anyone here want to take care of this?

It does seem, however, that 2.1.3 would be a great candidate for jessie,
and maybe that git in Debian should follow 2.1.x... What policy was
chosen for this in jessie?
