Sorry, I probably haven't communicated my own inaction here. I've been holding off on an unblock request given a) this appears to be a bug in pbuilder, and b) we don't have a fix uploaded to unstable yet (which seems reasonable given `a`). The pbuilder bug has gone relatively quiet over the last few days too.
Anyway: I've talked things over with jcristau (release team) and the suggestion is to reduce the severity of this bug to important, so it is no longer release-critical.
