Thinking this through a bit more, it's not sufficient to just fix the
permissions on the file. The user should be notified if they have
passwords stored insecurely and warned to change them, as they should
be considered compromised. It would be good if this message continues
to be shown until the user confirms they have taken action. For
example, the file with the compromised passwords could be renamed and
the user asked to delete the file once the passwords are changed to
silence the warning message, though other implementations are
possible.
