Because on my AMD64 up to date testing system the package *does* build
okay.

That's not really the reference in this context. If it fails to build
on the buildds, it's a serious bug as the buildds represent a clean
build environment.

Your particular machine might have additional packages which you
installed manually unknowingly that these are missing in a clean
build environment and hence failing to build there.
