This is a bug in intltool triggered by the new Perl 5.22. This was
already reported as https://bugs.debian.org/788705 . When applying the
intltool fix, python-distutil-extra's tests work fine again.
Merging this bug with the intltool one, as there's nothing to change
on the p-d-e side.
