testing. If I manually upgrade bash-completion first then mount can be
upgraded without problems.

Hello!
I've just tried building a --variant=minbase jessie chroot and
upgrading it to stretch without running into any problems.
As previously mentioned I don't see why the current dependency
relationships shouldn't guarantee a good upgrade path already.
I'm unable to reproduce and there's been no reporter feedback
despite request for more information, thus closing this issue.
