Now that libgnupg-interface-perl has been fixed to use gpg1 (
see #834281) request-tracker4 still FTBFS because it configures
GnuPG::Interface to use 'gpg' as the binary anyway. 

I intend to patch out this functionality so that request-tracker4
can work without hardcoding the path to gpg (which will avoid the
need to fiddle with this setting for backports).
