Yes, that's what Debian unstable is.
There are transition ongoing, 2 unplanned even, and vtk got tangled in
them.

If that installability issues is caused by this, then I'd just close it.
It's hard to quickly identify actually bug that needs to be fixed and
installability issues caused by transitions, please don't hold a grudge
against lucas' bugs, he has been building and filing a huge number of
bugs these last few weeks :)
