Can you downgrade mutter to 3.21.91-2 (from testing), reboot and test if
the problem is reproducible?

Versions 3.21.92-1 and 3.21.91-2 are both affected

Versions without redraw issues are only 3.20

Downgrade to 3.20 from Debian snapshots helped:
